My emachine is stuck cycling at start up

\015 My husband was trying to back up and restore. I'm not sure if it was cut off too soon. But now the computer is stuck cycling at start up. First the Windows(we have Vista) error recovery screen comes up. It doesn't matter which mode is chosen; it goes to a screen that says- Configuring updates: stage 3 of 3 0% complete. Do not turn off your computer. Eventually it goes to 94% complete then goes to a screen saying Shutting Down. The screen goes blank however the power button is still lit up. It then blinks a few times and goes back to the Configuring updates:stage 3 of 3 0%. It does this over and over. We have tried unplugging it as well. We're not sure if it's trashed or fixable.\015
